ISSUE SUMMARY: CMS Releases Proposed Bundled Payment System - Changing the Way Dialysis Patients' Care is Paid On September 15, 2009 the Centers for Medicare and Medicaid Services (CMS) released their proposed bundled payment structure. This is the new payment system, passed into law in July 2008, that said dialysis services and medications will be paid to dialysis providers in one lump payment often referred to as “the bundle”. This new payment system will be phased in over 3 years beginning January 2011 and fully implemented by 2014. DPC sent a letter to CMS prior to the proposed rule asking CMS to consider patients’ choice and flexibility in receiving their treatments.

Centers for Medicare and Medicaid Services (CMS) Implementation of the "ERSD Bundle"
Kidney patient organizations were successful in their united request for the CMS to hold a public meeting -- allowing patients to speak -- on the new, proposed changes to Medicare payment for ESRD patient care. On September 15, 2009, CMS released their proposal for a new bundled payment system for dialysis care. On October 23, 2009, CMS held a Town Hall meeting allowing patient organizations and individual patients the opportunity to have their concerns heard before CMS issues a final rule on the new payment system.

Patient Group Letter to CMS on Oral Medications
DPC joins with the American Kidney Fund, National Kidney Foundation and Renal Support Network to ask CMS to consider the implications to patients of placing oral drugs with no injectable equivalents in the new payment system.

Home Hemodialysis Work Group Letter to CMS on ERSD Bundled PPS Proposed Rule
DPC signs on to recommendations, made by the Home Hemodialysis Workgroup to CMS, asking CMS to protect patient access to home hemodialysis under the new payment system.

Kidney Care Partners Comment Letter to CMS
As a member of Kidney Care Partners, DPC joined others in the kidney community to provide a patient perspective to CMS on how the proposed payment system would impact patient care and quality of life.
