It has been a busy and productive legislative session for DPC’s state advocacy efforts. Bills impacting dialysis patients have been introduced in multiple state legislatures and in most cases have moved quickly through the legislative process. Improving access to Medigap coverage is a top priority for DPC, and we are thrilled that several states are working to improve Medigap access. HHS Announces Organ Procurement and Transplantation Network Modernization Initiative

In March, the Health Resources and Services Administration (HRSA), an agency of the U.S. Department of Health and Human Services (HHS), announced a Modernization Initiative to strengthen accountability and transparency in the Organ Procurement and Transplantation Network (OPTN). The initiative includes posting of data dashboards detailing individual transplant center and organ procurement organization performance; improvement of the OPTN IT system; and competitive bidding to manage the OPTN. “Every day, patients and families across the United States rely on the Organ Procurement and Transplantation Network to save the lives of their loved ones who experience organ failure,” said Carole Johnson, HRSA Administrator. 2023 State Advocacy Kick-Off

It’s been a busy start in 2023 for DPC’s state advocacy efforts. Bills impacting dialysis patients are being introduced in multiple state legislatures and moving quickly through the legislative process. Legislation to expand Medigap access has already been introduced in Hawaii, Indiana, Kentucky, Nebraska, and Virginia. Improving Medigap access is a top policy priority for DPC, and we are pleased that multiple states are considering how they can expand access to Medigap plans, particularly in states that have limited or no access to Medigap for the under-age 65 End State Renal Disease (ESRD) population. DPC Continues Outreach to Protect Patients’ Rights

DPC Members and Patient Ambassadors continue advocacy on H.R. 8594/S. 4750 - The Restore Protections for Dialysis Patients Act, which would codify into law the right for dialysis patients to stay on their private insurance for up to 30 months, if they should so choose. This bill not only preserves patient choice but also encourages insurers to detect and treat kidney disease early and, most importantly, protects kidney disease patients from discrimination. DPC Responds to Medicare’s Move Toward Medically Necessary Dental Care

DPC submitted a comment letter applauding the Center for Medicare and Medicaid Services (CMS) for its announcement that it will cover dental work for kidney transplant candidates when oral health issues are a barrier to transplant surgery. “This proposal is an important recognition and clarification of CMS’s existing authority, which will help to ensure that Medicare beneficiaries can access and afford more of the dental care they need to advance their health,” DPC said. DPC Hosts Successful 2022 Congressional Advocacy Day

On Thursday, May 12th, DPC hosted its’ annual Advocacy Day when we connect patients, family members, and Partners in Care with their Members of Congress so they can tell their story with dialysis and advocate for legislative priorities that would help them. Once again, out of an abundance of caution, our advocacy day was virtual, but we were still able to have wonderful participation. This year we had 113 participants who participated in 113 meetings and represented 29 states.
